Instead of crafting a piece of legislation that would address the needs of banks to raise capital with taxpayers as investors, the 450 page Senate bill now includes such pressing items as:

ACCELERATED DEPRECIATION FOR BUSINESS PROPERTY ON INDIAN RESERVATIONS.

INCREASE IN LIMIT ON COVER OVER OF RUM EXCISE TAX TO PUERTO RICO AND THE VIRGIN ISLANDS;

SEVEN-YEAR COST RECOVERY PERIOD FOR MOTORSPORTS RACING TRACK FACILITY;

RAILROAD TRACK MAINTENANCE;

EXTENSION AND MODIFICATION OF DUTY SUSPENSION ON WOOL PRODUCTS

Instead of creating an entity that could buy troubled mortgages while still ensuring that the government will recover the taxpayers money, the Senate created the "Wool Research Fund." (Page 295)  

The system is broken. 

The market is speaking this morning after the Dow opened down 150 points upon the passage of the Senate bill.  I believe the passage of the bill will do little, if nothing to slow the market's decent since it addresses few of the core problems affecting the economy.
